Why condemn today’s progressives for their movement’s early endorsement of eugenics? Kevin Drum at Mother Jones thinks this old association is now irrelevant. He furthermore believes that eugenics is not an important issue in the modern world. Drum’s remarks were prompted by Jonah Goldberg’s review of Illiberal Reformers, a book by Thomas Leonard on racism and eugenicism in the American economics profession in the late 19th century. Tyler Cowen begs to differ with Drum on both counts, but for reasons that might not have been obvious to Drum. Eugenics is not a bygone, and its association with progressivism is a reflection of the movement’s broader philosophy of individual subservience to the state and, I might add, the scientism that continues to run rampant among progressives.

Cowen cites John Stewart Mill, one of the great social thinkers of the 19th century, who was an advocate for individual liberty and a harsh critic of eugenics. Here is a great paragraph from Cowen:

“The claim is not that current Progressives are evil or racist, but rather they still don’t have nearly enough Mill in their thought, and not nearly enough emphasis on individual liberty. Their continuing choice of label seems to indicate they are not much bothered by that, or maybe not even fully aware of that. They probably admire Mill’s more practical reform progressivism quite strongly, or would if they gave it more thought, but they don’t seem to relate to the broader philosophy of individual liberty as it surfaced in the philosophy of Mill and others. That’s a big, big drawback and the longer history of Progressivism and eugenics is perhaps the simplest and most vivid way to illuminate the point. This is one reason why the commitment of the current Left to free speech just isn’t very strong.“

Eugenics is not confined to the distant past, as Cowen notes, citing more recent “progressive” sterilization programs in Sweden and Canada, as well as the potential use of DNA technologies like CRISPR in “designing” offspring. That’s eugenics. So is the child quota system practiced in China, sex-selective abortion, and the easy acceptance of aborting fetuses with congenital disorders. Arguably, Obamacare “effectiveness research” guidelines cut close to eugenicism by proscribing certain treatments to individuals based upon insufficient “average benefit”, which depends upon age, disability, and stage of illness. Obamacare authorizes that the guidelines may ultimately depend on gender, race and ethnicity. All of these examples illustrate the potential for eugenics to be practiced on a broader scale and in ways that could trample individual rights.

Jonah Goldberg also responded to Drum in “On Eugenics and White Privilege“. (You have to scroll way down at the link to find the section with that title.) Goldberg’s most interesting points relate to the racism inherent in the minimum wage and the Davis-Bacon Act, two sacred cows of progressivism with the same original intent as eugenics: to weed out “undesirables”, either from the population or from competing in labor markets. It speaks volumes that today’s progressives deny the ugly economic effects of these policies on low-skilled workers, yet their forebears were counting on those effects.

Scientism is a term invoked by Friedrich Hayek to describe the progressive fallacy that science and planning can be used by the state to optimize the course of human affairs. However, the state can never command all the information necessary to do so, particularly in light of the dynamism of information relating to scarcity and preferences; government has trouble enough carrying out plans that merely match the static preferences of certain authorities. Historically, such attempts at planning have created multiple layers of tragedy, as individual freedoms and material well-being were eroded. Someone should tell Bernie Sanders!

Eugenics fit nicely into the early progressive view, flattering its theorists with the notion that the human race could be made… well, more like them! Fortunately, eugenics earned its deservedly bad name, but it continues to exist in somewhat more subtle forms today, and it could take more horrific forms in the future.

Statists and Stasis: The Dismal Solutions of Anti-Capitalists

The anti-capitalist Left is quick to condemn private businesses of unfair practices and even unethical behavior. In their estimation, certain prices are not just and profits are somehow undeserved rewards to private property, risk-taking and entrepreneurial sweat. They somehow imagine that meeting market demands is an easy matter, or worse, that market demands are not “socially useful”. Few have ever attempted to run a business, or if they have, they were unsuccessful and resent it. They also cannot grasp the social function served by private markets, to which we owe our standard of living and much of our culture.

What alternatives do these deep thinkers suggest? A socialist utopia? Jonathan Newman discusses the many practical problems presented by socialism and why it always fails to achieve success comparable to societies that rely on free markets. Newman’s treatment covers the inability of administered pricing to convey accurate information and effective incentives, the waste induced by queuing, neglect of comparative advantage, waste induced by production quotas, retarded innovation and technological development, and a deeply embedded stasis in the face of changing conditions. Little wonder that poverty is a consequence.

Warren Meyer at Coyote Blog has written of the stasis seemingly promoted by the progressives. They are quite protective of the status quo. Ironically, and quite rightly, Meyer calls them “deeply conservative”, too conservative to accept the dynamism of a capitalistic society. From Meyer:

“Progressives want comfort and certainty. They want to lock things down the way they are. They want to know that such and such job will be there tomorrow and next decade, and will always pay at least X amount. Which is why, in the end, progressives are all statists, because only a government with totalitarian powers can bring the order and certainty and control of individual decision-making that they crave..

Progressive elements in this country have always tried to freeze commerce, to lock this country’s economy down in its then-current patterns. Progressives in the late 19th century were terrified the American economy was shifting from agriculture to industry. They wanted to stop this, to cement in place patterns where 80-90% of Americans worked on farms.“

Freezing the diffusion of technology and often the state of technology itself is a consequence of socialist policy. And technology may well be the enemy of the Left in another sense: An interesting twist is provided by Fred Foldvary of the Mercatus Center in “Government Intervention Is Becoming Obsolete“. He writes that technology is undermining all of the usual economic rationales for intervention: asymmetric information, external effects, public goods, and monopoly. The article is brief, but he refers the reader to more extensive treatments.

A good example of socialism’s perverse appeal is the rhetoric of Senator Bernie Sanders, now a candidate for the Democrat Presidential nomination. Sanders has criticized the “the dizzying (and socially useless) number of products in the deodorant category….” At Reason.com, A. Barton Hinkle wondered what Sanders might consider the appropriate number of deodorant choices in our society. Would he wish to dictate a limited number as a matter of policy? And what other “socially useless” choices might he choose to limit in his failure to grasp that these choices reflect the incredible health and vibrancy of a market economy. Here’s Hinkle:

“… central planners think they can allocate economic resources better than the unguided hand of individual free choice. Like any good scientific experiment, this one is easily replicated, and has been time and again. See, for example, Venezuela, which has now run out of toilet paper, tampons, and other basic necessities because some people there think they should make all the choices for other people. And yet for many, the repeated lesson still has not sunk in. In an unintentionally hilarious essay about Cuba not so long ago, one writer noted that “the people are hungry here. There are severe food shortages. I do not understand why a tropical island would lack fruits and vegetables . . . and my only assumption is that maybe they have to export it all.”

Never forget that government can only pursue policy objectives via coercive power. I don’t think socialists have forgotten at all. Without the power to coerce, nothing proposed or done by the state can be accomplished and enforced. This is the course that progressive, anti-capitalists must follow to achieve their collectivist vision. But Chris Edwards reminds us that “Coercion Is Bad Economics” with the following points about government:

  • When it “uses coercion, its actions are based on guesswork.“
  • Its “actions often destroy value because they [arbitrarily] create winners and losers.“
  • Its “activities fail to create value because the funding comes from a compulsory source: taxes.”
  • Its “programs often fail to generate value because the taxes to support them create “deadweight losses” or economic damage.“

By arranging voluntary, mutually beneficial trades, market forces avoid all of these problems. As Robert P Murphy explains in The Freeman, “Capitalists Have a Better Plan“.

The anti-capitalists do not hesitate to saddle private businesses with confiscatory tax and regulatory burdens in the name of their own vision of society. Want to live in a bleak world of decline? Then here’s your prescription, courtesy of the anti-capitalist Left: regulate heavily, monitor transactions, impose wage and price controls, dismantle markets, tax at punitive levels, confiscate property, censor “offensive” speech, extend dependence on the state, absorb private savings and crowd out private investment with government borrowing, and inflate the money stock. Smells like a crappy “utopia”.

Don’t Call Leftists “Liberal”; They’re Not!

Nor are statists, collectivists and socialists, but I repeat myself. The simple plea above is made by Daniel Klein in an essay appearing in the Intercollegiate Review and in Modern Age. He asserts that libertarians (and conservatives) fall into a semantic trap when they use the term as a pejorative for leftists. I have touched on the mangled, modern usage of “liberalism” several times on Sacred Cow Chips, but Klein brings some interesting empiricism into consideration and makes several points worth emphasizing.

First, Klein traces the historical record of appearances of certain words related to liberalism in published literature using the “n-gram viewer” on Google. He shows that the political use of “liberal” began around 1770. For the next 110 years, liberalism referred to a philosophy and policies associated with small government and individual autonomy. In the U.S., however, the term began to be co-opted by the political left in the late 1800s. Around the turn of the twentieth century, references to “New Liberalism” and “Old Liberalism” became more frequent. So the term was subverted in that time frame, a decade or two before the term “left-wing” came into use.

“The literature of the so-called New Liberals declaimed openly against individual liberty and in favor of state collectivism and socialistic reform.“

Today, the association of “liberalism” with the left is confined mostly to the U.S. and Canada:

“…when we step outside North America, we see that, by and large, liberal still means liberal (in the UK, usage is in-between). …

Where liberal still means liberal, such as in Europe and Latin America, leftists have no reluctance in calling their imaginary bogeyman ‘neoliberalism.’“

By way of suggestion, Klein reviews a few alternative labels for the left. In doing so, he notes that in general, the left supports the “governmentalization of social affairs”. For that reason, one of my favorite labels is “statism”. Oddly, Klein never mentions this as a possibility. (Klein concedes that the left supports liberty on a few issues, which happen to be issues upon which most libertarians are in agreement.) He does refer to the old standby “collectivists” in passing.

Klein likes the label “Progressivism” for the left, despite the positive associations some might make with that term. He argues with some merit that progressivism implies activist, goal-directed policy, as opposed to non-intervention and the spontaneous social order favored by true liberals.

“That collectivists should join together for what they imagine to be progress is perfectly fitting. For them the term progressive is suitable. By contrast, conservatives and libertarians look to, not progress, but improvement. …

Another fitting term for leftism is social democracy, which is standard in Europe. Social democracy is a compromise between democratic socialism and a tepid liberalism. The socialistic penchant is foremost, but a vacillating liberalism gnaws at the social democrat’s conscience.”

I fully agree with Klein that we should never refer to leftists as liberals. They are completely undeserving of the description, and doing so concedes a glaringly false premise. Every leftist I know advocates the increasing governmentalization of social affairs and a naive acceptance of an impossible proposition: that government can ever possess the detailed knowledge necessary to successfully regulate individual actors from above. And leftists are foolishly willing to place faith in the benevolence and wisdom of political agents and central controllers. Klein mentions a recent editorial by Kevin Williamson in National Review:

“Williamson ends the piece by quoting two leftist authors writing in The Nation, one decrying ‘unbridled individualism,’ the other ‘unfettered capitalism.’ Williamson concludes: ‘A ‘liberalism’ that is chiefly concerned with the many clever uses of bridles and fetters does not deserve the name. It never has.’”

Would Heterosexuals Select For Gay Genes?

Economic and social planning by the state can mean many things, but a planned society is always held in some form as a progressive goal. This is at the very heart of  “statism”. As Hayek noted, the fascination with planning is rooted in a belief that conscious, central direction is necessary in order for society to advance. This stands in stark contrast to the abysmal failure and monstrous cruelty of social planning historically, and the unmatched success of markets and a free, spontaneous social order at improving human welfare.

The faith in central direction has always been conjoined with a belief in the ability of scientific methods to address social issues. This line of thinking is flawed in many respects, but 80 to 100 years ago, an extremely perverse manifestation of this statist philosophy was a fascination with eugenics, or the intentional selection and rejection of various traits in offspring at the state’s direction. Sterilization of the “unfit”, and selective breeding of the most fit, were weirdly popular notions among progressives in that era. In 2012, Jonathan Freedland in The Guardian called eugenics “the skeleton that rattles loudest in the left’s closet”.

“Most alarming, many of its leading advocates were found among the luminaries of the Fabian and socialist left, men and women revered to this day. Thus George Bernard Shaw could insist that ‘the only fundamental and possible socialism is the socialisation of the selective breeding of man’, even suggesting, in a phrase that chills the blood, that defectives be dealt with by means of a ‘lethal chamber’. …

According to Dennis Sewell, whose book The Political Gene charts the impact of Darwinian ideas on politics, the eugenics movement’s definition of ‘unfit’ was not limited to the physically or mentally impaired. It held, he writes, ‘that most of the behavioural traits that led to poverty were inherited. In short, that the poor were genetically inferior to the educated middle class.’ It was not poverty that had to be reduced or even eliminated: it was the poor.

Hence the enthusiasm of John Maynard Keynes, director of the Eugenics Society from 1937 to 1944, for contraception, essential because the working class was too ‘drunken and ignorant’ to keep its numbers down.“

This post on the historical allure of eugenics to progressives is also informative. Of course, the National Socialists in Germany took the idea and ran with it, which ultimately led to a rejection of eugenics in the West. Yet the idea lives on today through various mechanisms, such as sex-selective abortion and screening for certain genetic disorders. Of course there is a widespread insistence on abortion as a “woman’s right” on the progressive left, but certain questions are seldom asked. For example, does that include women who wish not to bear children with disorders such as Down’s Syndrome? There is less unanimity on that issue.

Bruce Carroll, aka, The Gay Patriot, asks a different question: “What Happens When Science Allows Us to Abort A Baby If It Has the ‘Gay Gene’?” The mapping of the human genome has advanced to the point that it might be possible to identify the precise genetics determining certain social and personality characteristics. There is some research suggesting that regions on two different chromosomes might allow geneticists to home-in on the identification of specific “gay genes”.

The first question this raises is whether a woman (or a couple) has the right to know everything predicted about a child from its pre-natal genetic testing. I assume that all test results are private. Should the information about sexual-preference genes be off-limits to a parent? Information about gender is not off-limits, and you can be certain that even in the U.S., an occasional woman or couple decides to terminate a pregnancy for reasons of gender, whatever the motive. If the sexual preference genes are off-limits, then the inescapable conclusion is that sexual preference is “protected” in the womb by society, but gender and a whole range of disabilities are not protected. Really? Carroll takes a dim view of the LGBT politics on this matter:

“I wonder if gay activists realize that their slobbering devotion to pro-abortion political organizations, and the multi-million dollar abortion industry itself, may ultimately lead to the destruction of LGBT babies before they are born within my lifetime. It truly is Sophie’s Choice for the progressive gay activists; thus far, they wave off the question with derision.“

The question can be put in less drastic terms, if genetic selection can really ever be less drastic. Technologies to create “designer babies” through genetic selection are already here. That implies both positive selection and deselection of various traits. Obviously, this is not a simple subject from a either a scientific or ethical standpoint, but to zero in on our hypothetical question, I assume for now, for the sake of argument, that parents are legally empowered “to give their children the best start possible“. That would be the “best start” in the parents’ opinion, not the state’s! One wonders how the LGBT community, and the Left in general, would react to a service allowing couples, or a mother, to select for heterosexual genes in their “designer offspring”, consequently selecting against gay genes. Should such options be “off the table” as a matter of public policy? But again, if so, then what about gender? What about disabilities?

Involving the state in these decisions will lead to either bizarre contradictions or restrictions on autonomy that both Left and Right might find unacceptable.

Greed-Free Government? Good Luck With That

“The Progressive perspective on ‘greed’ is that it’s a constant problem in the private sector but somehow recedes when government takes over. I wonder exactly when a politician’s self-interest evaporates and his altruistic compassion kicks in?” That quote is from Lawrence Reed in The Freeman discussing one of the ditzier Cliches of Progressivism. The existence of large government creates the very mechanism for circumventing market forces, for the cronyism reviled by honest thinkers on the Right and the Left. Indeed, large government has always been demanded by established interests who wish to destroy competition, establish monopoly power, and secure lucrative public contracts.

I also like this: “… in a free market, you quickly realize that to satisfy the self-interest that some critics are quick to dismiss as ‘greed,’ you can’t put a crown on your head, wrap a robe around yourself and demand that the peasants cough up their shekels. You have to produce, create, trade, invest, and employ. You have to provide goods or services that willing customers (not taxpaying captives) will choose to buy and hopefully more than just once. Your ‘greed’ gets translated into life-enhancing things for other people.”

The Zero-Sum “Progressive” Left

Welcome to the Paradise of the Real, by Kevin Williamson, offers a few simple thought experiments to demonstrate some economic fallacies to which progressives desperately cling. Putting such fallacies into action as policies often inures to the detriment of the presumed beneficiaries. Williamson does a nice job of covering the huge contributions of capitalism to human well-being. He also contrasts the “money” and the physical economies, and while I agree with many of his points, he seems confused about how to use the parlance of economics in this context. And he emphasizes differences in the economic philosophies of conservatives and progressives without recognizing that the intellectual development of noninterventionist governing philosophy owes a great deal to libertarians and very little to conservatives. Nevertheless, I enjoyed this essay. Here is a brief excerpt:

“Measured by practically any physical metric, from the quality of the food we eat to the health care we receive to the cars we drive and the houses we live in, Americans are not only wildly rich, but radically richer than we were 30 years ago, to say nothing of 50 or 75 years ago. And so is much of the rest of the world. That such progress is largely invisible to us is part of the genius of capitalism….”
